APPLICATON TOR AN OIL PIPELINE LICENCE

Notice is hereby given in accordance with Section 8 of the Oil Pipeline Act. 1990,, that SHELL NIGERIA EXPLORATION AND PRODUCTION COMPANY has applied to the federal Ministry of Petroleum Resources for the of a licence to enter upon, take possession of and use for 20 (twenty) years a strip of land offshore for the purpose of laying a 10" diameter flowline from a point Plo in OML118 to the Bonga FPSO. The route of the
proposed flowing as surveyed and is herein described:

All that srip of land on the ocean bottom approximately 2.3 kilometers long situated within block OML 118, the route of which is shown verged in red in the Company's plan No. BON-SSA-006-U-35570 dated 11th February 2003.

The route of the line is described in the following text where in the following text the bearing of the line is described as proceeding to a certain PI the line follow a simple curve from a
tangent (point before the and will enter the next bearing at a tangent point after PI, the exact distance from tangent point to tangent point wiil vary acoording to the radius of the curve used.

 

Starting at the Flowline Termination Assembly, (marked P.l.0 on the plan the route then proceed to oil a bearing of 37'04 for & distance of 645 meters to a point mated PI.1, thence on a bearing of 52°51 for a distance of 622 meters to a point marked PI. 2, ttoce on a bearing of 84°41' for a distance of 356 meters to a point marked PH. END, from where it connects to the Bonga FPSO via a 1600 meters riser. The Flowline Termination Assembly is hooked-up to the manifold via a spool piece.

All bearings and distances are approximate and all bearings refer to Grid North.

2. A copy of a plan of the pipeline route identifying the land affected can be inspected during all normal working hours in the Lagos and Warri offices of the Department of Petroleum Resources, and the Ministry of Lands and Survey (Lands Division) Asaba, Delta State respectively.

3. Any person who considers that his Land or interests will be injuriously affected fay the grant of the Licence should lodge orally or in writing not less than seven days before the hearing dated in paragraph 6, with the Director General, Ministry of Lands Asaba notice of objection stating the interest of the objector and the grounds of the objection.

4. Any public officer who receives a verbal objection
in the course of his duty shall record the name and
address, interest and grounds of objection and shall
forward such details to the Director General, Ministry of
Lands, Asaba notice of objection stating the interest of the
objector and the grounds of the objection

5. Matters relating to the amount of compensation
payable by the aforesaid company for its use of the\land
affected shall not be material grounds to include m a
notice of objection.

6. Director General. Ministry of Lands, Asaba shall
enquire into objection (if any) duly lodged in accordance
with paragraphs 3 and 4 above at his office at Asaba at
10 a.m. on the day of 24^ July, 2003 giving all parties an
opportunity to be heard.

Report thereof shall be sent without delay to the
director of Petroleum Resources, Ministry of Petroleum
Resources, Lagos.
