OFFICE OF THE HEAD OF SERVICE

 

Office of the Head of Service is charged with the following responsibilities;

 

  • - Advising the Governor on the deployment of Permanent Secretaries and Heads of Departments;
  • - Providing leadership and direction to the Civil Service by maintaining high morale, espirit-de-corps and good image of the Service;
  • - Fostering professionalism among Civil Servants;
  • -Providing management service. to the Civil Service;
  • -Personnel records and statistics of the Civil Service;
  • -Staff salaries, wages and allowances of the Civil Service;
  • -Civil Service Training Institutions;
  • -Co-ordination of industrial relations in the Civil Service and providing the Secretariat for the Public Service Negotiating Councils;
  • -Service welfare matters, including the Civil.
    Service Club;
  • -Allocation of Office and residential accommodation to Civil Servants;
  • -Provision of staff in newly established Ministries and Ad-hoc bodies;
  • -Liaison with Heads of the Civil Service of other States and Head of the Federal Civil Service;
  • -Co-ordination of activities in relation to Civil Service matters and Extra-Ministerial Departments;
  • -Management of the careers of Officers in the Secretarial, Executive and Administrative Cadres and all Senior Management Staff on Grade Level 13 and above;
  • -State Computer Center;
  • -Relations with:
  • (i) The State Civil Service Commission;
    and
  • (ii) The Administrative Staff College of Nigeria.

On the whole, Office of the Head of Service is charged with the primary function of managing the Public Service within the bureaucratic framework of implementing the policies and programmes initiated by the government.

In order to affectively manage the bureaucracy, the Head of Service is assigned numerous responsibilities which include leadership and motivation of the public officers, advising the Governor on the appointment and deployment of Permanent Secretaries, administration of salaries, wages, pensions and gratuities, appointments, promotion and discipline of public officers, training, provision of office and residential accommodation for public officers, fostering professionalism among public servants, personnel records and statistics of the public service, movement and posting of staff, industrial relations and service welfare. 

In addition to these functions, the office also co-ordinates activities of Ministries and Parastatals and liaises with other Heads of Service and Civil Service Commissions throughout the country.
