/22 CIRCULAR LETTER: RENDERING OF ANNUAL
PI;RFORMANCE EVALUATION REPORTS BY OFFICERS ON THE BAR OF THEIR VARIOUS
CADRES It has been observed
that officers who have attained the terminal posts in their various cadres
no longer bother to complete and Submit the Annual Performance Evaluation
Reports (APER) to their bosses for appraisal. This category of officers
include those who have risen to such grades as Director, GL16/17, Chief
'X' Officer on GL. 14,' Chief Typist on GL. 09, Chief Clerical Officer,
GL. 07 etc depending on the cadre. The posture is wrong and runs counter
to the extant provisions on the matter, viz; PSR 06302 which states as
follows: " Annual performance
Evaluation Reports should be rendered on All Officers at the end of each
calendar year", 2. It is important
to stress that there is no exception to this rule and certainly the notion
that only persons expecting promotion need to complete the report is false.
The rendering of the report is essential for the' general efficiency of
the service as "the purpose of the APER is to provide a full record
of each officer's work, conduct and capabilities". 3. The existing practice of relying on the performance evaluation report for the three (3) years immediately preceding the year an officer is due for promotion, applies also to assessing the competence and suitability of officers." for appointments into higher Positions or deployment for some other sensitive assignments. In other words,· assessment of the performance of all officers is a continuous affair and can only stop upon an officer's retirement from the service. 4. Kindly inform all
