Economic Planning & Development

The scope of the state’s development programmes is defined by the 3-point Agenda of the present Administration which are well reflected in the programmes of the immediate past administration (1999-2007) for policy continuity. For ease of reference, the 3-points cardinal programmes of the State Government include; Peace and Security, Human Capital Development and Infrastructure Development. The State’s Ministry of Economic Planning provide an appropriate framework through which ministries and government departments can make more effective impact in their development programmes within the limits of available financial resources. 

Many factors within our immediate and external environments have compelled a more systematic and transparent approach to governance. This is to ensure effective service delivery and to facilitate accountability and probity in the management of public funds.

In furtherance of the foregoing, the immediate past administration established the Project e-Delta, Economic Intelligence Unit, Cash Budget Committee, Project Monitoring, Public Complaints Desk and the introduction of the Delta State Revenue Card (DSIR). The present administration built on this foundation with the enactment of the Fiscal Responsibility Law and Public Procurement Commission Law. These efforts in collaboration with the full implementation of computerized SAP payment process in the State Public Service ensure credible/prompt settlement of contractual obligations and regular payment of salaries which are the pillars of the Ministry’s Budget and fiscal management strategies.

As part of its Development Planning efforts, the Ministry of Economic Planning is co-ordinating the preparation of the Vision 2020 plan and the Medium Term Expenditure Framework (MTEF) (2008-2011) in accordance with the requirements of the Fiscal Responsibility Law. Adequate steps have been taken to ensure the inclusiveness of the Vision 2020 perspective plan by getting a broad Spectrum of eminent Deltans and Stakeholders in its preparation process. The plan documents would attempt to capture the vision of the present Administration against the background of the State’s resources and the general expectations of its people.

The Ministry of Economic Planning carried out several surveys/researches which resulted in many publications. These efforts provide up-to-date and reliable data on the State’s economy for planning purposes and guide investment decisions at various levels of organization.

Modest achievements have also been recorded in the ministry’s responsibility of co-ordinating Donor-assisted programmes in the State.

In general, however, the thrust of the Ministry’s functions aims at maintaining efficient business practices in the area of resource management for the conduct of government affairs in such a manner as to assure the greatest benefits to Deltans within the limits of available resources.
