Chief Frank Omare was born in Ogbe-Ijoh town in Warri – South West Local Government Area of Delta State on November 15, 1967. He had his basic education at Pessu Primary School, Warri, in 1976 – 1982, were he had his first leaving certificate, before proceeding to the National Comprehensive College, Warri, in 1983 - 1988 for his secondary school education.

He later attended Rivers State University of science and Technology, Nkpor, Port Harcourt, Rivers State, between 1991 – 1998, where he graduated with a B.Sc (Hons) in Banking and Finance. In 2004, he obtained a diploma in Public Administration, from the University of Benin.
Unti his appointment as the Honourable Commissioner of Housing, he was the Executive Chairman of the Delta State Waste Management Boards.
Chief Omare, started his working career with F.K. Agara Nig. Ltd. Port – Harcourt as a Public Relations Officer and served in a Management position with Kanawei Nig. Ent. Warri.

He has also served variously as Chief Executive in different firms which includes, chairman  Asaba Capital City Beautification and Sanitation Task Force, Asaba, July,  2007 - July,  2008, Chairman, Peoples Democratic Party (PDP) Campaign Mobilization Committee in 2007, Honourable Commissioner ,Bureau for Special Duties, Delta State, January 5th 2006 – May 18t', 2007,Chairman, Inter Ministerial Committee on Hausa Religious Crisis Resolution.

Other positions held are, Chairman, Contact and Mobilization Committee, Delta State Peoples Democratic Party (PDP) Gubernatorial Election Campaign organization, 2007, Senior Special Assistant to the former Governor of Delta State, Chief James Onanefe Ibori on Youth Development, in 2003 – 2006, Personal Assistant to the Governor of Delta State, on Youth Development 1999 to 2003, Adviser Ijaw Youth Council, Western Zone, Nigeria, Chairman, Mobilization Committee, Delta Ijaw Collective Agenda (DICA) Delta State, Chairmanship Aspirant, UNCP, Warri – South Local Government Area Assistant Treasurer, UNCP, Delta South Senatorial District.

He was games, prefect of Nana College, Warri, Delta State. He is very fluent in Izon, Kalabari and English languages. His hobbies are football, swimming and traveling. Chief Frank Omare is happily married with children.
