Peace and Security
While conceptualizing his three-point agenda, the Uduaghan administration realized that the bedrock of any developmental framework must rest on peace and security. Thus, arising from a painstaking thought process and wide-range dialogue with various stakeholders across the state, the governor had to put in place structures and measures to not only stabilize the peace-building efforts of his predecessor in office, but also contain and curtail vestiges of restiveness and unwholesome practices in the creeks and riverine areas.
The constitution of a Delta Waterways Security Committee barely 48 hours after assuming office; the empowerment of the Delta State Oil Producing Areas Development Commission (DESOPADEC); regular substantial support for the police and other security agencies operating in the state; and the creation of the Ministry of Peace and Security directly supervised by the Office of the Governor, were some of the measures taken to guarantee the relative peace and security being witnessed in the state.
Infrastructural Development
The Uduaghan administration has vigorously pursued its infrastructural development programme such that the whole of Delta State has become one huge construction site. Key projects like the Asaba International airport are being embarked upon just as roads, bridges, sports facilities, beautification and erosion control measures among others, are visible across the nooks and crannies of Delta State.
The Asaba International Airport Project which is due for completion in the first quarter of 2011 is expected to jump-start economic activities around Asaba and indeed the whole State, as it would open up commercial activities for traders and businesses across the State and serve as a gateway to the East. It will also facilitate optimal usage of the proposed Asaba Business District.
Night-long street lights have greatly improved the aesthetic values of major cities in the state, especially Asaba and Warri. Added to the beautification projects, night life has been greatly enhanced while security of lives and properties has also been greatly facilitated.
Completed projects under this administration include Okpara-Olomu Bridge and access road; Beautification and reconstruction of Effurun Roundabout; Reconstruction of model markets at Mosogar, Patani, Abavo, and Ekwuoma; and Construction of High Court Complex, Warri.
Other major ongoing projects of the administration include the new Government House project; Construction of the Sapele-Abigborodo road; Dualitsation of Asaba-Ughelli road; Dualisation of old Lagos / Asaba road, Boji-Boji; Construction of Koko-Uba-Egbelemeji road; Dualisation of Ughelli-Arterial roads; Dualisation of Ajamimuogha-Ekpen-Okere road / Bowen-odion road/Cemetary road Warri; Dualisation of PTI/Jakpa road; reconstruction of Agbarho-Okan junction, Warri-Eku road (with two bridges). There is also the plan to take over the Warri Airport and upgrade it into an international Airport to serve the strategic business needs of Warri, the Oil city.
Human Capital Development
Since his inauguration as Executive Governor of Delta State,Dr Emmanuel Uduaghan has displayed enormous commitment in giving a new face to Human Capital Development as enshrined in his three-point agenda. With a litany of packages ranging from Micro-Credit Programmes, Free Maternal and Rural Healthcare programmes, Payment of WAEC fees for senior secondary school students, bursary schemes, Youth Empowerment through Agriculture and Farmer's Support Programme (YETA-FSP), various agricultural boosting initiatives, and many others, the governor has simply defined the TRUE FACE OF DELTA as far as human capital development is concerned.
The Uduaghan administration believes that a healthy population is the basis for a wealthy society and this can only be achieved when conscious and sustained efforts are made to empower the populace and create economically viable communities. In Delta State today, it is mandatory that maternal health care services are provided free in all public hospitals under the Free Maternal Healthcare Programme of the administration. Under this scheme, all newly born and infants (up to the age of five) are treated free of charge by the state government.
Also, as part of the governor's continued commitment to the overall wellbeing of Deltans, especially the rural dwellers, the Delta State Government has so far offered free surgical treatment to a total of 19,974 (Nineteen Thousand Nine Hundred and Seventy Four) in 94 (Ninety Four) communities across the state under the Free Rural Health Scheme of the state government.
With the understanding that the abundant but redundant energies of youths in the state constitute a threat to the peace and security agenda of his administration, Governor Uduaghan designed the Youth Empowerment through, Agriculture and Farmers' Support Programme (YETA-FSP) to not only positively harness these potentials but also create other avenues of revenue generation for the state government. Under the first phase of the programme, about 450 (Four hundred and fifty) youths from across the 25 (twenty five) Local Government Areas of the State were at Songhai-Delta, Amukpe, for four weeks where they received intensive training on various agricultural programmes. At the end of the training programme, start-up capital was given to the beneficiaries to begin their individual lives.
The Uduaghan administration believes that empowering people in the rural areas can leap-frog the development of the State. Consequently, the state government has so far empowered 37,545 rural dwellers across the State. This was achieved through the Delta Micro-credit Programme, an initiative established to expose rural areas to commercial activities and food production, especially at the cottage level. Beneficiaries includes 2,706 individuals in the cottage industry sector, 25,039 in trading, 6,942 in agriculture, and 2,858 in the service industry. This programme is basically targeted towards the rural population and the urban working poor; unemployed people, particularly school leavers; economically disadvantaged persons especially, women; and physically challenged persons who face discrimination.
