The Head of Service

The Office of the Head of Service is charged with the primary function of managing the Public Service within the bureaucratic framework of implementing the policies and programmes initiated by the government. 

In order to affectively manage the bureaucracy, the Head of Service is assigned numerous responsibilities which include leadership and motivation of the public officers, advising the Governor on the appointment and deployment of Permanent Secretaries, administration of salaries, wages, pensions and gratuities, appointments, promotion and discipline of public officers, training, provision of office and residential accommodation for public officers, fostering professionalism among public servants, personnel records and statistics of the public service, movement and posting of staff, industrial relations and service welfare. 

In addition to these functions, the office also co-ordinates activities of Ministries and Parastatals and liaises with other Heads of Service and Civil Service Commissions throughout the country.
