COMMENCEMENT OF PAYROLL AUTOMATION PROJECT IN DELTA STATE

His Excellency, the Governor of Delta State, Dr. Emmanuel Eweta Uduaghan has approved the implementation of an automated payroll system with Biometric capabilities for the State.

His Excellency, the Governor of Delta State, has also approved a State Steering Committee with the following membership to supervise the implementation of the project:-

(i) Honourable Commissioner for Economic Planning Chairman

(ii) Honourable Commissioner of Finance Member

(iii) Honourable Commissioner for Justice/Attorney General Member

(iv) Secretary to the State Government Member

(v) Head of Service Member

(vi) Executive Assistant to the Governor Member

(vii) Permanent Secretary - Ministry of Finance Member

(viii) Permanent Secretary – Ministry of Economic Planning Member/Secretary

2. The objectives of the exercise include the following:-

i. Ensure the State takes full advantage of emerging Global trends in Information Technology.

ii. Create easily accessible information to assist the State in Planning and development.

iii. Ensure that only legitimate employees receive salaries from the State.

3. In actualizing the objectives of this exercise, each employee of the State will be

required to fill approved data capture forms and physically enroll in this new payroll system.

4. The initial steps of the exercise are as follows:-

i. Heads of each Ministry/Directorate/Agency/Parastatal/Establishment will collect serialized copies of the data capture forms from the office of the Head of Service not later than Friday 12th September, 2008;

ii. Heads of each Ministry/Directorate/Agency/Parastatal/Establishment will distribute collected data capture forms to all Staff under them who will complete and sign the forms ;

iii. Permanent Secretaries/Heads of Government Establishments are required to identify each Staff by signing the completed data forms and the attached passport photographs

iv. Completed and duly signed data capture forms will be submitted by each employee at designated centers for the data capture exercise to be announced in due course. The Data capture exercise will entail the collection of Biometric information i.e. finger prints and facial impression of each employee.

5. Employees who do not participate in this exercise will not be reflected on the payroll of the State at the end of this exercise.
