ACTIVITIES/ACHIEVEMENTS OF THE MINISTRY OF HEALTH UNDER SENATOR (DR.) IFEANYI OKOWA LED ADMINISTRATION.
Introduction: The Delta State Ministry of Health is a professional Ministry involved in the formulation of policies and strategies for the achievement of the State Government’s goal of providing universal quality healthcare to all Deltans, thereby substantially reducing mortality and morbidity in the State. It plays a critical role in achieving the SMART Agenda of His Excellency the Governor of Delta State, Senator (Dr.) Ifeanyi Okowa through the implementation of Relevant Health Policies.
The Ministry has four professional departments and they are:
- Department of Medical Services and Training
- Department of Nursing Services
- Department of Public Health
- Department of Pharmaceutical Services
Below are the activities carries out by the above mentioned professional departments.
- DEPARTMENT OF MEDICAL SERVICES AND TRAINING:
The following strides were attained in the Department:
- Governor Ifeanyi Okowa has approved and started the implementation of skipping for Doctors in the State Service which has been one of the major demands made by doctors whenever they embark on industrial action.
- Transition from manual renewal of practicing licenses to the on-line registration and renewal of licenses of medical personnel
- This Administration supported the hosting of the West African College of Physicians, Nigerian Chapter Annual General meeting which took place in Asaba 2017 with the sum of N10m
- Secondary Health Care infrastructure: The plan is to renovate one hospital per Senatorial District every year with the view to covering all of the secondary care facilities before the end of the second tenure of this administration. This administration has been able to provide quality medical services through the equipping of Central Hospitals Warri, Agbor, Kwale, Ughelli and Sapele. Also General hospitals Okwe, Abavo, Patani and Ekpan were given state of the art equipment. Work had been completed in Abavo, Ika North-East LGA i.e. the upgrading of the Cottage Hospital, Azuowa-Abavo to a General Hospital with state-of-the-art equipment. The renovation of the Children’s Ward and Rehabilitation of Water Supply Scheme at the General Hospital Patani in Patani L.G.A. and the renovation of Central Hospital, Agbor, Ika South LGA; Patani and Oghara.
- Asaba Central Hospital: This administration resumed work at the Asaba Central Hospital which was actually started in 2006, since the project is a top priority. The essence is to improve access to health care services for the growing population of the state capital territory.
- CREATION OF A MONTHLY BREAKFAST MEETING: For improved coordination of the health sector in the State, a monthly breakfast meeting was established with the Commissioner and all Chairmen of Boards of Parastatals, Permanent Secretary and Directors of the Ministry and Agencies and some medical professional bodies meet and deliberate on how to move the sector forward.
- This administration has been able record a 500% increase in revenue generation from its registration and renewal of licenses of private hospitals, clinics, medical laboratories and optometry clinics. Also effectively transited from manual renewal of practicing licenses to the on-line registration and renewal of licenses of medical practitioners.
- Provision of medical assistance: over 40 applications from Deltans for medical assistance have been processed.
- Embarked on relentless supervise which led to minimized activities of quacks.
- DEPARTMENT OF NURSING SERVICES:
- The Governor has signed into law the Bill establishing the Delta State Schools of Nursing and Midwifery.
- Completion of 250 bed hostel at the State School of Nursing, Agbor
- Accreditation of State Schools of Nursing, Warri, Agbor and Eku.
- Nursing and Maternity Homes which were newly registered within this period and functioning effectively = 9
- Inspection of already existing Nursing and Maternity Homes in the State
- Completion of the Administrative Block in State School of Nursing, Warri
- Successful conduct of Final Qualifying Examinations for General Nurses
- Successful conduct of Pre-Qualifying Examination for Student Midwives at Asaba and Sapele
- Organization of Mandatory Continuing Professional Development Programme for Nurses/Midwives
- DEPARTMENT OF PUBLIC HEALTH
- Inauguration of Maternal and Perinatal Death Steering Review Committee (MPDSR)
- Sensitization and Institutionalization of MPDSR in Delta State
- Inauguration of State Advisory and Technical Committee on Female Genital Mutilation (FGM)
- Organization of Training Programmes in Management of Childhood Illnesses, Neglected Tropical Diseases, Tuberculosis and Buruli Ulcer as well as Family Planning.
- Mass Drug Treatment
- A total of 3,063,373 persons treated with albendazole for lymphatic filariasis
- A total of 52,178 school age children treated with praziquantel for Schistomiasis
- A total of 763,521 school age children treated with medendazole for Soil transmitted helminthes
- Celebration of Several World Days
- Effective control of outbreaks of communicable diseases including Lassa Fever and reported cases of Cerebrospinal Meningitis
- DISEASE OUTBREAK: Delta State has an effective and efficient medical emergency response system with a structure that spans all over the 25 local government areas. It is this system that made it possible for the achievements we have so far recorded in managing the Lassa fever outbreak and similar disease outbreaks in the past. This administration has sponsored training of personnel on various programmes, including control of diseases of public health importance has been on-going. This was well elucidated during the Lassa fever outbreak when the Ministry collaborated with the Nigeria Centre for Disease Control, the Federal Ministry of Health and the School of Disease Surveillance, Abuja for personnel training.
- DEPARTMENT OF PHARMACEUTICAL SERVICES:
- Establishment of the State task force on counterfeit and fake drugs committee (STFCFDC)
- Establishment of the Delta State Product Supply Chain Management-Technical working group (PSCM-TWG) and the State Logistic Management Coordinating Unit (SLMCU).
- Pharmaceutical inspectorate: Inspection and registration of Community Pharmacies
- Screening of applications for the refund of medical expenses incurred by civil servants and public officers in the State
- CONTROL OF DRUG ABUSE: In collaboration with the State Command of the Nigerian Drug Law Enforcement Agency (NDLEA), State Drug Control Committee has been inaugurated by the Secretary to the State Government. The Committee has since commenced work to reduce illegal use of drugs and narcotics by our teeming youths in Delta State.

- DELTA STATE PRIMARY HEALTH CARE DEVELOPMENT AGENCY:
- Inauguration of the Agency's Board
- Being on track for polio end-game strategy
- Maintaining effective cold chain system through Installation of the walk-in cold room donated by National Primary Health Care Development Agency, and sustaining the push system for vaccine distribution
- Successful organization of 12 campaigns (Supplemental Immunization Activities) with support from development partners: 1st and 2nd Round 2015 Maternal Newborn Child Health Week, 2 Local Immunization Days, Measles follow-up campaign, 1st and 2nd Round 2016 National Immunization Plus Days, 1st Sub-National Immunization Plus Days and 1st Round 2016 Maternal Newborn Child Health Week, 2nd Round 2016 MNCHW, 1st and 2nd Round 2017 National Immunization Plus Days. The State Government provides Government Counterpart Cash Contribution for these activities.
- Reception of boat and motor ambulances from Sure-P Maternal and Child Health programme and conveyance to the benefiting LGAs: Isoko South, Warri North and Ethiope East LGAs.
- Establishment of Breastfeeding Support Groups in 8 LGAs - Aniocha South, Ethiope East, Ethiope West, Ika North East, Isoko South, Ndokwa East, Okpe, and Oshimili South LGAs.
- Awareness creation on prevailing health issues using mobile Public Address system in markets, distribution of fliers and airing of jingles
- Commencement of activity plans developed during the retreat with His Excellency and monitoring implementation using key performance indicators
- Inauguration of Essential Drugs Project Committee
- Conduction of Integrated Supportive Supervision for and data collection from 100 PHCs in the State with support from UNICEF
- Disbursement of 8 research and project grants
- Organization of Training of Primary Health Care Workers on Neonatal Resuscitation, Basic Life Support, and District Health Information System 2.
- DELTA STATE UNIVERSITY TEACHING HOSPITAL (DELSUTH), OGHARA, ETHIOPE WEST LGA:
- Review and renewal of contracts of International Consultants
- Inauguration of DELSUTH Board
- Appointment of a new Chief Medical Director. With his assumption of duty, no doubt the teaching hospital would again live up to the expectations of its founding fathers to be a centre of world-class medical excellence.
- Overhauling of the MRI and CT scan facilities which are now functional. In addition to this is the establishment of Public Private Partnerships for some diagnostic Services to ensure sustainability
- The Governor’s recent visit to the institution and the town-hall meeting with workers’ Unions and other stakeholders gave a big boost to finding solutions to the problems that the institution has been facing. The Governor also released a grant of N100m to address pressing issues in the institution.
- DELTA STATE CONTRIBUTORY HEALTH COMMISSION:
The Delta State Contributory Healthcare Scheme is a healthcare financing programme designed to create a system where individuals or group of people make monthly or yearly contribution for their healthcare cost thereby giving them access to a defined package of quality healthcare services anytime they need it.
Due to the importance of this scheme, His Excellency, Senator (Dr.) Ifeanyi Okowa sponsored a bill for the establishment of the State Contributory Health Commission to the Delta State House of Assembly within three weeks of his inauguration and that bill has since been signed into law and appointments made into the Commission.
The Free Maternal and Free Under-5 Healthcare Programmes have been rolled into the Health Insurance scheme to take care of vulnerable citizens.
- The Free Health Programmes: The Free Maternal and the Free Under-Five Healthcare programmes which were initiated by the previous administration in 2007 and 2010 respectively have been continued by the present administration. In January 2017, the financing of programmes were taken over by the Delta State Contributory Health Commission. Sustaining these programmes have been critical in ensuring that the maternal mortality ratio and under-five mortality of the State remain the lowest in the country.
- Delta State Contributory Health Commission enrollee has appreciated significantly as some persons have started accessing health care.
- COLLEGE OF HEALTH TECHNOLOGY, UFOUMA, UGHELLI NORTH LGA:
- Inauguration of Governing Council
- Commencement of ND programme in Paramedic Training at School of Health, Technology, Ufuoma.
- SCHOOLS OF NURSING AND MIDWIFERY:
- The accreditation team led by the Registrar/Secretary General Nursing and Midwifery Council of Nigerian visited State School of Nursing, Agbor.
- TRADITIONAL MEDICINE BOARD
- Inauguration of the State Traditional Medicine Board
- HOSPITALS MANAGEMENT BOARD (HMB):
- Inauguration of HMB Board
- Recruitment of volunteer Nurses (150) and Health Assistants (50).
PARTNERSHIPS AND COLLABORATIONS:
The Ministry of Health has been collaborating with many partners.
The Signing of Memorandum of Understanding (MoU) between Delta State Government and Novena University, Ogume, Ndokwa West LGA: The Novena University and the Delta State Government have gone into collaboration through the signing of an MoU for the training of medical students and allied professionals in Delta State hospitals. This is expected to boost revenue for the state and assist in the provision and improvement of the standard of the much needed manpower in our health system. Under the MoU, the Delta State Government would make its hospitals available for the training of the medical students, while the university will assist in the upgrade of facilities in the health institutions to meet required standards.
The Signing of Memorandum of Understanding (MoU) between Delta State Government and Instrat Global Health Solutions: This is a pilot project partnership with Instrat Global Health Solutions to digitize data management processes in the State’s primary and secondary health facilities of Health Data in Primary and Secondary Health Facilities. It is toaddress challenges associated with manual collation and assessment of data with the goal to aid effective decision making in our hospitals. The software is called ‘CliniPAK’ software which is used for the data management process and it is a streamlined electronic medical record, data capture and reporting system that would cover patient registration and demographics, vital statistics, capture diagnosis, treatment, case review and administrative task support, lab order management, pharmacy distribution and inventory control, and patient flow management. Installed locally on ‘CliniPAK’ Hardware, ‘CliniPAK’ offers both workflow and forms-based data capture at the point of care and real time access to patient records and reporting tools. All this will boost the State’s implementation of the Saving One Million Lives Programme for Results.
Collaborations with Benson Idahosa University, Benin, Edo State: The desire to collaborate with the Benson Idahosa University, Benin is borne out of the need to replicate the standard laboratories in the Benson Idahosa University across the health facilities and institutions in Delta state. The public-private partnership arrangements when it scales through will provide investments and technical support opportunities for the public and private sector players.
Collaborations with Survier, France for the effective implementation of State health insurance scheme.
Save-One-Million-Lives (SOML) programme for Results: This a Federal Government programme involving the 36 states and funded by the World Bank to the tune of $1,500,000.00 for a period of two years to facilitate service delivery mainly in maternal, child health, immunization, malaria, and nutrition services at the primary health care level. Due to the importance the State Governor attaches to health issues, his unflinching support led to the programme coming into fruition with the payment of the State’s counterpart fund.
The Challenge Initiative:
Public-Private Partnership (PPP) initiatives where certain individuals and groups have chosen to fix certain Primary Health Care facilities in their communities, e.g. Illah, Obior, Igbodoetc. These PPP arrangements are being encouraged, since government cannot fund the sector alone.
Public-Private Partnership: There are (PPP) Initiatives with multinational corporations and the Federal Government such as Niger- Delta Development Commission (NDDC), Delta State Oil Producing Area Development Commission (DESOPADEC), Chevron Ltd, Shell etc. These have all led to various degrees of infrastructural repairs and in some cases new facilities being built by these organizations. For instance, Chevron is building a new facility at General Hospital, Ekpan, Uvwie LGA.
THE O5 INITIATIVE: Under the leadership of the Wife of the Governor, Her Excellency, Dame Edith Okowa, Sickle Cell Clinics have been established in various hospitals in the State. Her aim is to establish such a clinic in every LGA in the State. So far, such clinics have been established in Ughelli, Sapele, Eku, Oleh, Patani, Agbor, koko, Kwale and Otu-Jeremi. As at May, 2017 a total of 919 persons have been registered.
NIGERIAN INSTITUTE FOR MEDICAL RESEARCH (NIMR): During the course of this Administration, a South-South Regional Office out-station of the Nigerian Institute for Medical Research (NIMR) has been established in Asaba to cater for the States that fall under the South-South geopolitical zone of Nigeria. This is the first of such office outside their headquarters in Lagos. Efforts to commence full operations have gotten to an advanced stage.
